Which domain 0 kernel are you using?

In a pvops kernel the driver called "blktap" is blktap2 and not blktap1.
blktap1 was never ported to a pvops kernel.

If you are using xend you might need to use "tap2:" rather than "tap:",
I don't use xend myself so I'm entirely not sure.

You could also try using the xl toolstack.
