What does ~/.xsession-errors says ?

You can try to run xfwm4 from a terminal, too. There is an autodetection
of RENDER extension speed which is run at xfwm4 start. If it's too slow,
composite is disabled. If you want to force compositing, you can start
xfwm with: xfwm4 --compositor=on

The tab will be available in the settings manager

Save your session at logout and your setting will be saved too.
