Oops, I'll do it now :P I didn't know if you would like this approach or 
not.

I haven't worked with rsync. I'll try with scp for now.

I've set the maintenance threshold to 0%. This way you get a duplicate of 
the english files when there's nothing translated, but you can see every 
translated msgid. I think it helps a little more than showing everything 
in english to non-english speakers (when there could be 50% of the 
document translated!)
