[Python-modules-team] Bug#478458: python-scipy-core: should use python-numpy instead of python-num{eric, array}

Like mentioned in bug #488451, python-scipy-core is obsolote. However
I'm not maintaining python-scipy anymore, so I'm forwarding this to
the current python-scipy maintainers.
