Looking into this FTBFS, it looks like this is an apt resolver bug. If I build w/ sbuild --build-dep-resolver=aptitude , libphonon-dev installs just fine and the package builds. I'm not sure what the correct course of action is though, as I'd like to close this RC bug if we can.
