[Python-modules-team] Bug#769052: libapache2-mod-wsgi-py3: should not provide httpd-wsgi

 provides httpd-wsgi, however httpd-wsgi is for the Python 2 WSGI API.

As the Python 3 WSGI API cannot be used with Python 2 applications, this
will break Python 2 applications that depend on httpd-wsgi.

As libapache2-mod-wsgi-py3 conflicts with libapache2-mod-wsgi this also
means anybody installing libapache2-mod-wsgi-py3 will
cause libapache2-mod-wsgi to be removed, breaking Python 2 applications
that depend on the recommended httpd-wsgi virtual package.

A bug report has been filled against debian-policy for a httpd-wsgi3
virtual package for Python 3 WSGI, see #768117.
