[Python-modules-team] Bug#864687: setuptools-scm: please provide pypy-setuptools-scm

pytest 3.1.x started to depend on setuptools-scm. Since pytest builds a package
for pypy, it needs pypy-setuptools-scm as build dependency. So please provide
setuptool-scm built for pypy.
