[Python-modules-team] Bug#877772: Please update awscli to latest version for AWS F1 commands

Hi.

I'm working with the AWS F1 FPGA instances and the version of awscli
currently in buster/sid unfortunately doesn't support all of the
commands necessary - it has create-fpga-image and describe-fpga-images
but not describe-fpga-image-attribute, for example. Please update to a
more recent version which supports these commands (I've ended up pulling
1.11.165 using pip).
