This is not fixed, I still see:

Bug report submitted to: "Debian Bug Tracking System" <submit at bugs.debian.org>
Copies sent to:
  Debian Bug Tracking System <submit at bugs.debian.org>
  =?utf-8?q?Rapha=C3=ABl_Hertzog?= <hertzog at debian.org>

And yet I have the latest version:
$ dpkg -l reportbug | tail -1
ii  reportbug       4.9             reports bugs in the Debian distribution
