I think there's something broken on your box: I've tried with this:

$ reportbug -O --debug --smtphost=localhost xorg

(the same as specifying the smpthost in ~/.reportbugrc) but I got a
correctly formatted pseudo-headers section. Can you replicate on
another machine/user?
