[Reportbug-maint] Bug#586606: reportbug sends a report only after second attempt

If I try to report a bug with GTK interface, I will get a message:

to retry (or else save the report and exit)??

If I press "Yes" in this dialog, "reportbug" will add a new bug successfully.
