[Reportbug-maint] Bug#599476: Bug#599476: reportbug shows expanding black screen

With a newly created user reportbug shows just a black screen for 2 seconds,
it is not expanding. Run reportbug with

sudo -u user reportbug

With my own user it still shows an expanding black screen. Under root user
it doesn't.
