The're a message at the beginning of the reportbug session:

$ reportbug --mutt -A reportbug_6.4.3.dsc -O checkgmail
Attachments are incompatible with using an MUA.  They will be ignored.
...

but it might be confused/ignored as the heading section. Were you
thinking of something like the manpage as additional source of
information for this configuration?
