 On /usr/lib/python2.7/dist-packages/reportbug/submit.py line 316 errors occur
        # msgname = os.path.expanduser(outfile) or ('/var/tmp/%s.bug' % package)
        msgname = ('/var/tmp/%s.bug' % package)

On msgname  i removed os.path.expanduser but still not send bugs.
