[Reportbug-maint] Bug#384287: reportbug: please initially add l10n/i18n support

Hello all,

This is still the rebased patchset on doing gettextize on reportbug source 
code against v7.1.7. These patches might never get merged but nevermind, I 
would keep them updated in this bug thread and provide them as patches in case 
that someone finds them useful.
