Noticed the same issue in a simpler case - writing the body in a file
to be able to save at will and possibly do the actual submission later,
i.e. not resending an unfinished report produced by reportbug itself.
This may or may not be more common, but slightly different from the
user's perspective.

The point I want to stress in addition to OP is that the user is not
prompted with the template questions: with no chance to provide any
input inclusion of the template seems pointless.
