That shouldn't matter because the files accesses by libusb are in /proc.

Which kernel version do you use?

What does "ls -l /proc/bus/usb/" show?

Alternatively, you can use the kernel scanner driver and set up the
permissions of /dev/usb/scanner* appropriately.
