yes

No, but they help to translate more compilcated word and phrases
because you know where the phrase is used.

By the way: You can add manual comments also, e.g. why you translated
something the way you did.

You don't need to do that. The Makefile isn't smart enough to find out
if a word that should be translated is really changed by a backend
change. So just don't commit changes to the po files if they are only
concerning the automatic comments.
