I just tested this by creating an image of my /tmp directory, then
looking at the timestamps:

  genisoimage -r -o /var/tmp/iso /tmp
  isoinfo -l -R -i /var/tmp/iso

and it seems the directories are getting the correct timestamps.
Can you provide a way to reproduce your problem?
