No, you're correct.

The reason I mentioned that was to explain why this would matter
if this were an sh script (in addition to policy 10.4).  Of course,
this is not an sh script.

Probably the bug was tagged as goal-dash as part of a checkbashisms
run.  IIRC checkbashisms checks POSIX compatibility rather than
dash compatibility.
