Yes, good guess by Davide.

Only the localechooser udeb currently has Tamil translations.

All other udebs will get it progressively as long as they are
recompiled.

We usually don't recompile udebs only to get translations in, except
before releases.

I will probably soon try to recompile and upload a kbd-chooser udeb
which will bring translations for that step...

For other steps, pending changes are often in the SVN and compiling
the packages and uploading them needs to be done by the people
responsible for the relevant parts....
