Thank you, I did not pay attention that the Imports field in the packages
DESCRIPTION equates to a Depends requirement in Debian.

For raising the packages from Suggests to Recommends, I am worried that it
would pull a lot of packages through r-cran-rgl's dependance on mesa.

How will you do in your cran2deb project?  Raise all DESCRIPTION Suggests
to debian/control Recommends ?
