That is indeed some strange magic going on here.  I'll try a pbuilder
environment tonight and see if I can reproduce the error.

Well, I made the font packages a recommendation instead of a
dependency on a user's request, and it seemed quite legitimate: s/he
had his/her own fonts and didn't want the dozens of extra MB of fonts
s/he would never use.

I have explicitly written in the latex-cjk control file that CJK
requires working Japanese and Chinese fonts, so most users will have
to install the latex-cjk-*-{arphic,wadalab}* packages.

So the question is: do we force all users to download fonts worth
dozens of MB of bandwith, so we make it easier for the few packages
that depend on CJK to just (build-)depend on one package instead of
three?  I'm inclined not to prefer this solution though.
