Yes, it does! At least using only the basic Russian letters. Adding funny Asian
glyphs will most likely fail.

I also noticed that the SGML tools seems UTF-8 clean. At least it complained
about apt-howto.ru.tex encoded in KOI8-R. After calling iconv it worked!

We need to check the documentation for references to 8bit characters only.
