[Decaf-devel] release and bug tracker

oh, for me, i haven't yet got a suitable box to test on (suitable as in
contains all the necessary dev packages -- internet access)

and for the less technical bunch of us, putting packages (at least
tar.gz) online would greatly ease accessibility
