The "limit originator" command apparently requires an exact match on the
entire 'originator' field:

  > limit originator fbriere at fbriere.net
  > usertags 574469 + orphaned
  originator: "Frédéric Brière <fbriere at fbriere.net>"' does not match at least one of "fbriere at fbriere.net"

I think most people would expect it to match when given only the
addr-spec part (like pkgreport.cgi?submitter=).
