Can't answer this for Neurodebian because I don't know how the build
environment is configured.

Well, when I started to build the packages in my ppa I first tried it
will all thigs enabled. So I added llvm-3.7 to the ppa (from some other
ppa [1]) and it compiled for trusty. 

Hence I'm pretty sure that one can get llvm-3.7 and castxml compiled
for Debian(jessie) and Ubuntu trusty+, and, therefore, also the Python
bindings of ITK-4.9.

My problem was that LLVM/Clang filled up the 2GB of the PPA, and since
I need in trusty ITK only for passing ginkgocadx through the github ->
travis-ci -> coverity tool chain, I removed all un-needed things, hence
no Python in this ppa.
