    Set SHELL=/bin/bash for pipefail; closes: #532444
    
    fastcheck and slowcheck rules in Makefile use set -o pipefail which is
    bash specific, ubt the default SHELL is /bin/sh which might be e.g.
    dash.  Set SHELL to bash for the whole Makefile as to only maintain
    rules for one defined SHELL which does support pipefail.  Thanks
