I've filed https://bugs.debian.org/891504 for that.

A way to avoid the blackhole would be to instead of
pbuilder at packages.debian.org and cowdancer at packages.debian.org in the
Maintainer fields.  That way any kind of email would end up being
delivered (IIUC in this case, anything that wouldn't be filtered in the
other keywords would end up in 'contact').
The only thing, they would end up separated in DDPO, which is what I
wanted to avoid.
