Ah, thanks for the pointer! I didn't find much justification for
the change earlier; with this background it makes more sense.

I'll try to get it in.

Shouldn't hurt pulling that one too while we're at it.

I'll have to test the CPAN::FirstTime fix for #688842 a bit more, and
after that i think I'm ready to ask for preapproval from the release
team about these.
