Version::Requirements: new in 5.14, gone in 5.18

There is one new deprecation in 5.16, which I don't think we've talked
about before: Version::Requirements. This has been superceded by
CPAN::Meta::Requirements and does not appear in 5.18.

So, what should our Debian packages look in this regard? If we follow
the previous pattern, we should package the dual-life version in sid,
and add a Recommends on the separate package in 5.16. 

However, If
<http://codesearch.debian.net/search?q=Version%3A%3ARequirements>
(warning: slow) is to believed, only source packages perl,
libcpan-meta-perl and libmodule-corelist-perl make any reference to
Version::Requirements (and none of them use Version::Requirements), so
I think we can probably do nothing about this, and have it disappear
from jessie with 5.18 (or later) with the minimum of fuss.

Incidentally, libversion-requirements-perl has come and gone as a
dual-lived package (in squeeze but not wheezy), but I don't think this
makes any difference.

As my tentative conclusion is to do nothing, I'm sending this as a
mailing list post rather than bug report.
