Is this a variation of no-dot-in- at INC?

In the source directory of libcpandb-perl / the CPANDB distribution:

So my description yesterday was misleading, sorry for that -- in fact
inc/ is always ignored, no matter if libmodule-install-perl is
installed or not, and the failures appear when there is no
Module::Install::DSL in the packaged M-I.
