Yes, I think so. Running 'perl -I. Makefile.PL' would pick up the bundled
module, but our build chain does not do that.

Looks like at least some Makefile.PL files on CPAN are explicitly
adding cwd to INC where needed nowadays, for instance Params-Util and
List-MoreUtils.
