First week of May, we first open the archive for a small subset of
uploads and a week or two later do a general announcement "toolchain
uploaded, you can upload everything and debian import has started".
In the previous cycle, during this intermittent period (1.5 weeks), we
did a full python 3.2->3.3 transition. I'd like to squeeze in
boost1.53 during first week of May as well.

Sounds like a good plan, in Ubuntu we like to follow Debian on
transitions. E.g. we can pick up next boost in june/july time.
