Priority of libsasl2-modules

Hi,

There is still one disparity between our control file and the override
file (see below).

I'm little bit uncertain whether we should request an override change --
I've asked for it before, but ftp-master apparently did not consider the
-modules package to be of important priority. Policy says, among other
things (§2.5):

        Other packages without which the system will not run well or be
        usable must also have priority important.
        [...]
        The important packages are just a bare minimum of
        commonly-expected and necessary tools.

The first sentence might be interpreted as supporting an important
priority for the -modules package (libsasl2-2 is dysfunctional in most
use cases without it), but the paragraph as a whole does support a
"minimum" interpretation: if something can be of lower priority, it
should.

Therefore, I'm lowering the priority of the -modules package to
optional. Please attach arguments based on policy to any complaints, so
that we can approach ftp-master with more than an opinion :)
