I am not using IMAP because I have many contacts and more than 1 PC in
use.  I do not want to have the burden of updating the contact list on
each machine if I make an update to one of my contacts. Evolution is
configured to use OWA.
        
I think the "on this computer" issue has to do with this file:

$HOME/.evolution/mail/config/folder-tree-expand-state.xml

When evolution is open and I tic the carrot to close the folder view
this file changes and the setting is set to this:

<node name="local" expand="false">

and when evolution is closed this seting remains the same.  However,
once evolution is reopened the setting reverts to this:

  <node name="local" expand="true">

In addition, I believe this setting is also affecting the mail filters
but I am not quit sure how evolution processes this file.  The reason I
suspect this file is causing my mail filters issue is that the first
line in the file is (watch for word wrapping):

Under my local aka "on this computer" I do not have some of the folders
the file lists. For example the following folders do not exist....

"EVOLUTION ISSUE"
"MISC"
"Saved E-mail"
"Online Buys"


The folders listed above actually reside under my exchange account.

Attached is the xml file. I have edited out my user and domain name.
