Ok, it looks as though this is not a bug but a corrupt db when evolution
made the conversion/update.  I tested the upgrade on a virtual machine
and it worked.  The steps I used were these:

before upgrade: evolution --force-shutdown
aptitude safe-upgrade

And everything thing worked as designed.

Now on the troubled PC I simply did this:

evolution --force-shutdown
rm -rf ~/.evolution
gconftool --recursive-unset /apps/evolution

Restarted evolution and set everything back up and I was good to go.
