Ew, I only now notice I'm configuring my exim with out-of-sync docs, I
somehow assumed the more or less latest exim4 to be in Debian.

I think breakage potentially caused by the current behaviour is so
minimal that it doesn't warrant too much work on refining this
statement. If control=submission is too big to backport (I guess it is),
you can treat this as a wishlist for using control=submissions once exim
in Debian supports it.
