Removing of gcc optimizations in debian/rules

Replying to myself: I am trying to fix Debian Policy specific bugs in
the 0.146 branch, and you have to be very conservative there to please
the fussy Debian FTP masters. Please don't commit there but of course
you can do whatever you want in origin/master !
