Bug#268138: libgtk-x11-2.0.la contains empty dependency_libs

This problem persists with the new upstream release, 2.4.11,
- with the vanilla upstream tarball
- with the upstream tarball relibtoolised following your page
- with the Debianised build tree

I think we can do with some help on this one (and #268139).
