This is intentional, because the distinction between "download" and
"save as" was confusing to the users. Also, it saves a lot of clicks for
users who download many files. Of course, I'm open to any suggestions on
other ways to improve the download UI.

It does not do so without asking, unless the "automatically download and
open files" option is set.
