[Pkg-gnupg-maint] RFC: Moving gpg to /bin?

Hi,

I'm thinking about moving gpg to /bin to solve bugs #386980 and #477671.
But this might break scripts and executables, which hardcoded gpg (e.g.
dput). So what to do? Create a symlink

/usr/bin/gpg -> /bin/gpg

as a workaround and file bugs against all packages, which hard-coded the
path? Or ship the symlink for the next two releases?
