how are you invoking gpg?

if you invoke it with no arguments, it expects to be in a pipeline with
some sort of guess at what it is supposed to do.  this is not an
advisable mode to operate any tool, especially a security-sensitive
one.  give it an explicit command instead!

If i launch gpg 2.1.20 with no arguments, i get:

0 dkg at alice:~$ gpg
gpg: WARNING: no command supplied.  Trying to guess what you mean ...
gpg: Go ahead and type your message ...


so i'm unable to reproduce the problem you describe.

gpg1 1.4.21 shows me this when invoked with no arguments:
