Hmm, that is indeed correct.
All the packages I've been involved with, that I've studied, or that
are shown as examples on the DEP-5 or [0] have a section in the
copyright file for the files in the debian repository. I assume this
is common practice, I might be wrong.

Also, in some jurisdictions (France in particular), it is unclear if
one can relinquish it's copyright/"droits moraux". Quick extract from
W (usual warnings apply) [1]: "Any agreement to waive an author's
moral rights is null and void, although the author cannot be forced to
protect his work."

Assuming you don't want to enforce being a copyright holder, it still
seems incorrect to me to state that the upstream developer is the
copyright holder of the debian/* files, as it's clear he has never
touched those files and probably doesn't even know they exist at this
moment.
In any case, my personal opinion (you are obviously free to disagree
and state your own) is that as humans working with computers, we
should, whenever possible, be as unambiguous as possible.

Feel free to ignore this suggestion, remembering that the use of the
"Machine-readable debian/copyright file" guidelines is optional
anyway.
