It is totally intended, because kmail cannot migrate to testing due to the dimap bug, and only pure unstable users have those dialogs. if they don't want to, they have to downgrade to testing where the debug is not turned on, full stop.

If dimap bug is not solved one way or another, kmail won't have dimap support on (using very crude patches) in etch.
