Me neither since my days with RH based things.
But the purpose of this change in the context it was asked to us (and that
I'm referring to you) is less about a full replacement (it is a or
dependency after all) but to make dracut (for whatever a user needs it)
installable at all.
Since it conflicts with the other package you can't do so until you handled
all dependencies in a way to drop them or make them alternatives - only
then apt can replace it. Therefore the idea is to provide the alternative
to the virtual one that is provided by dracut as well as initramfs-tools.

Are multipath's hooks compatible with Dracut ? Have you tested the

I haven't since as outlined above the idea of this change was more about
dependency management than a replacement (which is why it is an or), but it
is actually a good idea to try. I keep the task to do so with me and will
ping you once I got to it.
