in 2.1.5 Upstream included a new bounce processor. 

It sends a probe after a Bounce-Highscore and resets the Score
afterwards.

the bounce of the probe doesn't seem to be recognized correctly,
so the same loop runs again and again.

Aha, I see. This is a new setting added in 2.1.6, with a default of
"No". If it is set to "No", then subscribers above their threshold are
simply unsubscribed, if it is set to "Yes", a last chance VERP-ed
probe is sent. Mailman 2.1.5 behaves as 2.1.6 with VERP_PROBES set to
"Yes". Which is a bug.
