I've had a brief look at it:

http://ppa.launchpad.net/muravjov-il/ppa/ubuntu/pool/main/b/bombono-dvd/

it seems to depend on mjpegtools, which isn't in debian. Do you know if
it works without mjpegtools? If not, it doesn't make too much sense to
package it for debian.

AFAIUI it is currently being discussed. Check the archives.

This is totally appropriate, I think.

If you want to make sure that the discussion about new packages is
archived (always a good idea IME), I'd suggest to file an RFP bug with
the 'reportbug' tool. Make sure that you add this mailing list in the CC
list (report bug will ask you explicitly for that).
