I cannot see this from your configuration snippets, sorry.

In my notification setup (which is a lot simpler, all notifications go
to myself), notification interval setup works.

I don't have any, and the others on this list obviously not as well.
Maybe you'd be best off with reporting this (including more complete
configuration snippets that actually allow building your setup in a
lab) on the upstream mailing list.

Sorry that it didn't work out here. This might as well be a new
upstream bug.
