Hum, I'm not sure this can be considered stable material, especially
since in Buster sntp is in a seperate binary package, which I'm sure we
cannot introduce in Stretch now. So this would be another headache to
take care of for migrations.

I think the patch would be trivial
(https://anonscm.debian.org/git/pkg-ntp/pkg-ntp.git/commit/?id=94f4338f6cc7922f7618144f382e005159e4e1fe
plus installing into /usr/bin, since that is where Buster has it). If
I'm not mistaken the Breaks/Replaces from
https://anonscm.debian.org/git/pkg-ntp/pkg-ntp.git/commit/?id=134712e5914b3edca0cf241945fe71629def9df2
should work (because 1.4.8p10+dfsg-3+exp3 is higher than a potential
+deb9u1).
